After nearly four years at LHP, the time has come for me to seek a new challenge.
I joined LHP to help make it a better place to work and a better organisation for the people we serve. I hope you've felt some of that. More open conversations, clearer expectations, a stronger sense that what we do every day connects to something that matters. It was never going to be perfect and there's still work to do, but the direction felt right and that was down to you as much as anyone.
Being asked to serve as Interim Chief Executive last year was a challenge I hadn't expected, and it turned out to be the most stretching and rewarding experience of my career. Together we stabilised the organisation, rebuilt our core services and started to close the gap between our ambitions and our performance. None of that was easy, and none of it was done alone.
With Simon now in post and the organisation in a stronger place, this feels like the right moment for me to move onto a new challenge. I leave knowing LHP is in good hands, with a stronger foundation than it had four years ago and real momentum behind it.
Thank you for everything. It has been an honour.

Announcement of new CEO
Posted 27 February 2026
We are pleased to announce that the Board has appointed Simon Parkes as the new Chief Executive Officer of Lincolnshire Housing Partnership (LHP).
This appointment follows an extensive recruitment process launched in December 2025, which attracted a strong field of candidates. We are very grateful to the customers and colleagues who were involved in the recruitment process.
Simon joins LHP from Keele University, where he has served as Interim Chief Operating Officer since July 2025. He has led a wide range of corporate and operational functions, including governance, compliance, digital, student services, communications and organisational transformation.
Throughout the recruitment process, Simon demonstrated a strong alignment with LHP’s purpose and brings extensive leadership experience which will support us in delivering safe, high-quality homes and strengthening connections in our communities across Lincolnshire. Simon is well known to LHP, having served as Non-Executive Director from December 2018 to December 2024, during which time he also chaired the Finance Committee and was the Senior Independent Director.
He previously spent more than eight years at the University of Lincoln, where he served as Chief Operating Officer and Deputy Vice-Chancellor, building strong connections across Lincolnshire’s communities.
In addition to his previous Board role at LHP, Simon has served as a Non-Executive Director at Northern Lincolnshire & Goole NHS Foundation Trust and as Chair of Finance Committee and Lay Canon at Lincoln Cathedral.
Anthony Read, Chair of the Board, said:
“On behalf of the Board of LHP, I’m delighted that Simon is joining us as Chief Executive Officer. Simon brings with him a wealth of experience in leading and managing change in large organisations.
“He has a strong customer focus and I’m looking forward to working with him as we continue to improve our services and communities.”
Simon Parkes said:
“I am grateful to the Board for offering me the enormous privilege of serving our colleagues and our customers as Chief Executive Officer of LHP. I look forward to meeting customers and colleagues, listening and learning about the things we do well and the things we might do even better.
“Working with our partners and our customers, we can help create places to be proud of and I am looking forward to getting started.”
The Board would like to thank Shaun Harley for his leadership as Interim CEO since July 2025. During this period, Shaun has provided stability and direction, and oversight of sustained performance and delivery of organisational change programmes, including the first phase of changes to our repairs service.
The Board would also like to thank Nicola Ebdon, who supported the organisation as Interim Deputy CEO, and all the Executive Team for their leadership throughout this period.
Simon will start his role from 7 April 2026, and we look forward to welcoming Simon to LHP.
